Developer Robert Scinto remains by far the biggest taxpayer in Shelton, with the real estate holdings of R.D. Scinto Inc. representing almost 5% of all taxable property in the city.

The overall assessed value of properties, equipment and vehicles owned by Scinto are $225.8 million, based on the recently finalized 2014 Grand List.

That represents a decrease of close to $1 million in holdings for Scinto from the 2013 Grand List.

Scinto has developed many of the properties off Corporate Drive, and also owns commercial properties in other parts of Shelton.

The names on this year’s Top Ten Taxpayers list have not changed from the previous year, but a few entities have moved up or down.

The list is based on assessed values as of Oct. 1, 2014. The values include real estate, personal property (business equipment), and motor vehicles.

In Connecticut, assessed values represent 70% of the market value.


UI and Pitney Bowes are next


The second biggest taxpayer is United Illuminating at $43.3 million. UI had been number three on the list in 2013. The bulk of UI’s holdings are business equipment, not real estate. This would include electrical wires, towers and related items.

Third on the list is Pitney Bowes at $39.1 million. That represents a sharp decline from the Pitney Bowes assessment of $45.5 million a year earlier. Real estate makes up about two-thirds of the total for Pitney Bowes, and equipment about one-third.

Two other companies that saw significant drops in their assessments in the past year were Health Net of California Real Estate Holdings Inc., which decreased to $29.6 million from $33.4 million; and Blakeman Construction LLC, which declined to $18.2 million from $24.3 million.
