Shelton Police Log: Dec. 24-Jan. 6

The following arrests were made by the Shelton Police Department between Dec. 24 and Jan. 6.


  • Jacquelyn Marie Bascastro, 31, of Sanford Drive, Shelton, was arrested at 9:50 p.m. on Jan. 6 on separate charges of second-degree failure to appear. She received a $500 bond on the first charge, a $2,000 bond on the second charge. She was scheduled to appear in court the next day.

  • David Dean Halapin, 50, of River Road, Shelton, was arrested at 3:59 p.m. on Jan. 5 on River Road near Moulthrop Lane. He was charged with operating a motor vehicle under the influence of drugs or alcohol and failure to yield right of way. He received a $500 bond and is scheduled to appear in court on Jan. 18.

  • Timothy J. Flaws, 39, of Darrin Drive, Shelton, was arrested at 4:45 p.m. on Jan. 4 on Wheeler Street on a charge of second-degree failure to appear. He received a $500 bond is scheduled to appear in court on Jan. 18.

  • Brian Theodore, 28, of Bridgeport, was arrested at 6:40 p.m. on Jan. 2 at Wakelee Avenue Ext. residence on a host of charges. Theodore was arrested for risk of injury to a child, second-degree breach of peace and third-degree assault. He received a $1,000 bond and was scheduled to appear in court the next day.

  • Toni Alves, 20, of Bridgeport Avenue, Shelton, was arrested at 3:30 a.m. on Jan. 2 at his home on a charge of disorderly conduct. Alves received a $500 bond and appeared in court that same day.

  • Sara Noelle Alterio, 31, of Capitol Drive, Shelton, was arrested at 7:53 a.m. on Jan. 1 on a charge of third-degree larceny. She received a $5,000 bond and is scheduled to appear in court on Jan. 15.

  • Erik Lee Hunter, 39, of Martinka Drive, Shelton, was arrested at 11:17 p.m. on Dec. 30 at his home on a charge of second-degree failure to appear in court. He received a $1,000 bond and is scheduled to appear in court on Jan. 10.

  • John Richard Gallagher, 35, of Penfield, N.Y., was arrested at 7:52 p.m. on Dec. 30 at a residence on Walnut Tree Hill Road on charges of possession of a controlled substance and possession of a controlled substance less than 1,500 feet from a school. Police said officers were dispatched to the residence — which is near Mohegan School — because of a disturbance between a mother and son. Police said officers found Gallagher to be in possession of heroin. He received a $1,000 bond and is scheduled to appear in court on Jan. 15.

  • Christopher R. White, 54, of Booth Hill Road, Shelton, was arrested at 8:46 p.m. on Dec. 29 at his home on charges of disorderly conduct and third-degree assault. He received a $500 bond and was scheduled to appear in court on Dec. 31.

  • Samuel Mangiacapra, 52, of Wooster Street, Shelton, was arrested at 1 p.m. on Dec. 26 on Prospect Avenue for disorderly conduct. He received a $500 bond and was scheduled to appear in court on Dec. 27.

  • Heather A. Penna, 43, of Centerview Drive, Shelton, was arrested at 5:55 p.m. on Dec. 24 at her home on a disorderly conduct charge. She received a $500 bond and was scheduled to appear in court on Dec. 26.

  • Jonathan V. Subh-Marcano, 21, of Waterbury, was arrested at 3:30 p.m. on Dec. 24 on East Main Street for a host of charges. He was charged with reckless driving, operating a motor vehicle without a driver’s license, second-degree larceny, interfering with an officer and unsafe backing. Police said that Subh-Marcano had stolen his girlfriend’s vehicle, and, when approached by Shelton police, he led them in a pursuit which led to an accident. He received a $5,000 bond and was held for a court appearance later that same day.
